Secretary Clinton held a very interesting Town Hall meeting today with State Department employees. The Q&A session covered a great deal of ground - the role of special envoys, the relationship between State and Defense, and benefits for same-sex partners working in war zones - and Hillary had great responses on the whole and was fast with a quip, joking about food in the cafeteria and how she "sometimes totally forget[s]" having run for president. 

But her response about private military contractors surprised me - and contradicts her past positions. On the presidential campaign trail, Clinton was vehement in her opposition to using private military contractors in Iraq. And last February, she was the sole cosponsor in the Senate of a bill that would require the Secretary of State to ban all use of military contractors in protecting State Dept. employees. According to the bill,

Not later than 6 months after the date of the enactment of this Act, the Secretary of State shall ensure that all personnel at any United States diplomatic or consular mission in Iraq are provided security services only by Federal Government personnel.

But today at the Town Hall meeting, she backpedaled:

QUESTION: Good afternoon, Madame Secretary. My name is Chris Dilworth. I’m an intern from Indiana University. I’m interning in the Bureau of Human Resources, Department of Resource Management and Organizational Analysis. My question is a quick one. Will you ban private military contracts?

SECRETARY CLINTON: Well, we have, as you know, expressed a lot of concern about private security contracts. The Department ended the Blackwater contract in Iraq. But here’s the dilemma, and take Iraq as the example. We are going to be withdrawing our troops. Now, the President’s working right now on how to sequence the withdrawal and how to do so in as safe and effective manner as possible. We believe there will be an important role for our civilian employees.

How we provide security and safety for those performing civilian functions is a very difficult question. The military assets will be diminishing. The numbers of civilians in Iraq, to go back to Steve’s question, will also be decreasing. But there will be a corps of, you know, Foreign Service and Civil Service and foreign nationals who will be performing the work of the United States of America. And I, for one, as your Secretary, want to make sure that they have necessary security.

So we’re working that out. This is one of the issues on a long list of issues about Iraq, Afghanistan, and other places. I certainly am of the mind that we should, insofar as possible, diminish our reliance on private security contractors. Whether we can go all the way to banning, under current circumstances, seems unlikely, but we ought to be engaged in a very careful review of where they should and shouldn’t be used, and under what circumstances. And that’s what we’re doing right now.

Yes, let's remember that Hillary wasn't elected President but is working for the President. She seems well aware of the problems with private contractors and wary of any more Blackwater style companies. As a temporary measure during this time of transition, she'd insist they hire a reputable company.

And Obama never saw a security detail he didn't love....expect for social security of course

Did you report that Black Water , the most crime steeped of the contractors is out? Seems to me Hill found a third way to work within The O world and get her point across

I believe the main point is that the days of Blackwater-type contractors running loose (accountable to no-one) in foriegn countries without absolute direct military control during wartime and authorized Federal oversight in diplomatic situations are OVER under Secretary of State Clinton.

No Inconsistencies Here

Her stand then is not inconsistent with her stand now. What she is saying now is that because we are beginning to draw down the number of troops, there arises the need for private security contracts. Objecting to private security companies before is not inconsistent with saying that we need them now(when we will be drawing down our troops).

O'Hara, one of the 2 writers of the SOS blog is the editor of the entire FP site iiuc. She hired Megan, the obot and former Wonkette blogger.

The 0 admin wouldn't dish stuff like this, maybe huff po would. As far as the Megan, I get it, she's young and had to write 'long-live 0, hil is bad lady' type of garbage to get traffic on glamour and wonkette, and she's stuck in the mode, but O'hara i'm assuming is old enough to know better than to write articles that would only give pause to 5 year olds. Not sure what her history is.

FP is owned by the Slate group, which is owned by Wapo, but the slate group is all internet, and we know how easily the trendy and the internet crowd got caught up in the hillary hate. I still don't know who the bizarre reaches are for though.

I wouldn't expect them to be all glowing for hil especially if there were areas where skeptisism or questions might be in order, because it is supposed to be about the SOS, but the senseless and often false swipes at hillary seem at best, more than a little unneccessary (sp and at worst, juvenile.

Backpedalling or official adherence to stuttering Obama message?

Hillary back at the primaries was NOT working for Obama's administration! If the caucuses weren't rigged by the Obama campaign (Herr Axelord) and if the migogynist media fratboys together with Harry, Nancy and Dr. Howard didn't push this capable, intelligent woman that should have been President, off the fighting stage humiliating their democratic principles by not allowing a roll-call or counting the Fla/Michigan votes.......

So the armchair press critics should go revisit their comments during the primary. And not hold accountable an Obama administration Secretary who is serving such a stutteringly naive administration which obviously is not listening to the Secretary's superior Judgment!
