A report in today's Guardian says that the State Department has been quietly preparing a letter to the Iranians since election day. They have been waiting for Obama to take office and for Hillary Clinton to be confirmed and weigh in on the decision. The letter is intended to assure the Iranians that the United States doesn't seek regime change but that we do seek changes in the regime's actions. The Guardian reports that State officials have drafted a least three rounds of the letter, which will be addressed to the Iranian people. Once everyone has signed off on the final version, it will either be sent directly to Ayatollah Ali Khamenei or released as an open letter.
